Benghazi – Major General Ezzedine Hussein Al-Sebani sent a letter. He is the Director of the Office of the Minister of Interior in the Libyan Government. The letter was addressed to heads of security agencies and general department directors. It also went to regional security directors.
The correspondence referenced a 2025 decision by Interior Minister Major General Issam Abu Zriba. This decision assigned an officer to head the security census committee for expatriate workers. It further established branches for this committee within regional security directorates.
The instructions state that local administrations will stop issuing foreigner census cards. This process is now restricted. It will be handled solely by the security census committee. This committee was formed under the aforementioned decision. This step aims to regulate and strengthen the registration mechanism for expatriate workers.
