SAO PAULO — Brazil is courting global capital to develop the world’s second-largest reserves of rare earths, looking to become an alternative supplier amid Chinese export controls that have throttled shipments of the critical minerals.

“We want to strengthen the research and exploration of critical minerals,” Brazilian President Luiz Inacio Lula da Silva said in May. “This is now the focus of the entire world. Brazil cannot afford to miss this opportunity.”
