Bharat Electronics Limited (BEL) is the developer of EVMs in India. Its former R&D director Col (retd) HS Shankarled the team that produced the first 1.5L units used in 1990. EVM credibility has been questioned ever since and through each iteration. Currently CMD, Alpha Design Technologies, Shankar takes Chethan Kumar through the tech’s journey:

In the 1980s, then CEC Peri Shastry studied poll processes globally. He proposed automating India’s ballot paper process, while retaining the procedure. Col GK Rao, then R&D director at BEL, had a rudimentary EVM successfully tested in BEL’s trade union elections.
