The Qatar Financial Markets Authority (QFMA) hosted a specialized introductory seminar centered on the debt instruments market within Qatar. Representatives from the QFMA, along with speakers from the Qatar Central Bank (QCB) and the Qatar Stock Exchange (QSE), took part in the event. The seminar’s discussions addressed legislative progress and shifts in Qatar’s bond and sukuk market, as well as the regulatory criteria for offering and listing bonds and sukuk on the QSE. Attendees underscored that the debt instruments market is a crucial foundation for advancing Qatar’s financial sector. They pointed out that this effort is a key strategic goal for the QFMA and forms an essential part of the nation’s Third Financial Sector Strategy.
Participants detailed the main regulatory developments in Qatar’s bond and sukuk market, emphasizing legislative and regulatory progress related to the offering and listing of these instruments. They also mentioned recent improvements in debt market infrastructure, along with programs like the Primary Dealers Framework designed to broaden the investor and issuer base. The significance of the bond and sukuk market in funding listed firms and the national economy was stressed. Discussions also covered ways to boost trading and liquidity to ease the exchange of bonds and sukuk among investors, highlighting the need to grow the investment funds sector and bolster the credit rating industry. The relative size of the debt instruments market compared to the equity market was also examined.
The QFMA’s initiatives to build up the debt market were presented, along with its critical function in advancing Qatar’s national strategic plan and promoting a more efficient, sustainable financial sector. Participants noted that the QSE offers listed companies access to debt financing as a viable alternative to equity financing, thereby expanding their financial options. Bonds and sukuk allow firms to obtain long-term funding beyond what shares provide, ensuring that this access remains consistent and dependable. The QSE’s function has expanded beyond merely being a venue for equity trading; it now operates within a larger financing framework that enables listed companies to vary their funding sources between equity and debt instruments. By listing and trading bonds and sukuk, the QSE offers a regulated, transparent avenue for companies to secure medium- and long-term financing, while also encouraging disclosure, aiding price discovery, and linking issuers with a wider investor base.
Participants further emphasized that the QSE is actively improving transparency and strengthening investor confidence to drive market expansion. They confirmed that the QSE has recently reached notable, concrete achievements in establishing and advancing the fixed-income market. This indicates that the debt market is no longer just an idea or future plan but a tangible reality with a varied assortment of government and corporate instruments, showing steady growth in market depth and an increasing range of products and issuers. Regarding government debt, the number of instruments listed on the QSE hit roughly 104 by December 31, 2025. These instruments had a total outstanding value of QAR 166 billion, spread across government bonds, government sukuk, and Treasury bills (T-bills), creating a strong base for a more extensive and varied fixed-income market.
Participants stated that, building on this, the QSE has accomplished several clear, practical milestones: first, it established a wide base of government debt instruments listed with a total value of QAR 166 billion by the end of 2025; second, it introduced the corporate debt market by listing the first corporate bonds and the first corporate sukuk in 2025; third, in 2026, it broadened the product range by listing sustainable bonds, green sukuk, and a notable QAR-denominated banking issuance. The total value of these institutional issuances from November 2025 to February 2026 was approximately QAR 3 billion, spread across conventional bonds, Islamic sukuk, sustainability bonds, and green sukuk. These achievements mark the shift of the QSE fixed-income market from an initial setup phase to a period of active expansion. This evolution supports the diversification of investment products, offers alternative funding channels for corporations, and enhances the depth of the Qatari capital market, in line with the state’s financial sector development aims.
At a strategic level, these milestones help deepen the market and improve liquidity levels by increasing the range of instruments accessible to both investors and issuers. They also aid in diversifying investment products on the QSE, especially through the listing of bonds, sukuk, and sustainable finance instruments, including Sharia-compliant options. These advancements align with the goals of the Third Financial Sector Strategic Plan to cultivate capital markets, broaden financing and investment opportunities, and reinforce the financial market’s contribution to supporting sustainable economic growth in Qatar.
