The Corporate Finance Division, headed by Astrid Milsan, Deputy Secretary General of the AMF, monitors the quality of the financial and non-financial information published by issuers, whether as part of their regulatory obligations or during financial operations. Its role has grown considerably in recent years, in particular as a result of two major developments: firstly, the rise of sustainable finance, which requires listed companies to provide increasingly structured and regulated non-financial information (taxonomy, CSRD); and secondly, the growing digitalisation of finance, illustrated in particular by the MiCA Regulation. Effective from 1 July 2025, the appointments of Isabelle Guezet and Julien Laroche will strengthen the AMF’s work and its support for market participants.
Isabelle Guezet is responsible for overseeing issues relating to sustainable finance and digitalisation (initial coin offerings (ICOs), MiCA Regulation) across all areas of the Division’s work. She contributes the definition of the Division’s major strategic orientations and may represent it in dealings with external stakeholders and industry groups. She will also continue to head the department responsible for industry, real estate, construction and public works, chemicals, biotechnology, basic materials, and consumer goods.

Julien Laroche is in charge of issues relating to attractiveness, as well as regulatory projects and ESMA-led discussions that fall within the remit of the Corporate Finance Division. He contributes to defining the department’s major strategic orientations and may represent it in dealings with sector participants and industry groups. He is also head of the Public Offers Department, which oversees takeover bids and public exchange offers, as well as delisting procedures (buyout offers, squeeze-outs, etc.). This team plays a crucial role in protecting minority shareholders and ensuring the proper functioning of the financial markets.

Isabelle graduated from ESC Rouen. She began her career at PricewaterhouseCoopers in financial auditing in the Retail & Consumer Goods sector. For eight years, she managed teams working on various projects (IFRS/US GAAP consolidated financial statement audits, internal control assessment assignments, risk mapping, etc.). In 2011, she joined the AMF’s Corporate Finance Division as a senior analyst in the high-tech, media, energy and telecoms unit, where she managed a portfolio of 60 listed issuers. In 2017, she became head of the industry, real estate, construction and public works, base materials, chemicals and consumer goods unit. Within this unit, she leads a team of seven senior analysts responsible for monitoring the financial operations and financial/non-financial information published by listed companies. In 2022, she was promoted to Department Director. Isabelle works closely with colleagues in a number of divisions to assist the financial centre in making the transition to sustainable and digital finance. Back in 2018, as part of the AMF’s support for financial innovation, she was tasked with supervising initial coin offerings (ICOs) under the PACTE Law, and has continued to monitor these issues since the MiCA Regulation came into force in early 2025.
Julien graduated from the Ecole Supérieure de Commerce de Reims (Neoma Business School) in 2010. He began his career at Deloitte in financial audit in the banking sector before joining the Corporate Finance Division as a portfolio manager. In 2017, he was appointed Head of the banking, insurance and debt securities unit, and then Director of the Bond Market and Financial Sector Department in 2022. Julien defined and gave structure to the Corporate Finance Division’s operational approaches and doctrine on bond issues and structured products. He has played an active role in strengthening the compliance of AMF-approved operations and the attractiveness of the Paris financial centre in this area, which is now unanimously recognised.
